Another of the larger landmasses, China sports a surprisingly small military. China has largely benefited from picking on Yuan, but has also given huge cities to the PRC and Wei when faced with those stronger opponents. The other low Civs all make a fair bit of sense, though I'm not sure what's being keeping Taiwan so far down other than terrible war declarations and giving away a city to Shu for no reason.
